Public policies in the strategic management of knowledge

From July 7 to 8, 2022, the Universidad Nacional del Sur organized a conference aimed at improving at a national level technology transfer processes, management of intangible assets and intellectual property.

University professors reviewed the different initiatives and tools that the Ministry of Science has been offering in terms of intellectual property and technology transfer, among which the following stand out:

-The creation of the National Program for Management of Intangible Assets, Intellectual Property and Technology Transfer.
-The production of a guide for good practices in Intellectual Property management and technology transfer.
-The publication of a document on marketing strategies applied to technological services and results generated in R&D institutions.

Since 2020, from the Ministry of Science has decreased its focus on the registration of rights to begin strengthening the processes of technology transfer from institutions that carry out R&D. The strategy is based on the idea that intellectual property protection can only bring sustainable benefits to an economy if local market and competitive conditions and the specific needs of the country concerned are considered.

As part of the strategy, in 2021 Argentina signed a collaboration agreement with the Max Planck Institute for Innovation and Competition to carry out joint studies in the field of intellectual property law, in particular on technology transfer. Local and regional development is to be promoted with a focus on disciplines and areas that promise positive social, ecological and productive effects.

“The main objective is to improve the technological performance of Argentine institutions and companies by generating local development through collaboration activities, training, dissemination, advice to research projects, international negotiations and consultancies," stated Vanesa Lowenstein, lawyer, researcher specializing in intellectual property and Study Director at the Ministry of Science.
